A. CSC – Prescribed Minimum Qualification Standards
Education : Bachelor’s Degree

B. Preferred Qualifications (Competency-based)
Education : Bachelor’s Degree preferably in any of the following fileds: Public
Administration, Political Science, Sociology, Social Sciences,
Development Communications, Communications Research, Social
Work, Population Studies, Demography and Community
Development, or those with specialization in Social Sciences or any of
the above

Training : 8 hours of relevant training preferably in policy development, research
writing, statistics, training on qualitative methodologies, advocacy
work

Experience : 2 years of relevant experience preferably in policy writing and policy advocacy

Eligibility : Career Service (Professional) /Second Level Eligibility

Job Summary:
Under the general supervision, serves as Head of the Policy Unit; ensures delivery of all
expected outputs such as for a, research studies and youth-related publications.

4. Program/project proposals
Duties and Responsibilities:
1. Leads the policy crafting for the formulation of the PYDP;
2. Designs policy development-related initiatives, manuals, including instruments and
forms;
3. Conceptualize program/project designs based from policy recommendations;
4. Prepares and/or conducts agency policy-related researches/studies and reports such
as policy position papers and concept papers;
5. Leads in formulating policy advisories and advocacy initiatives, documents, and other
related activities;
6. Prepares budget program for the unit’s activities;
7. Acts as resource person in activities requiring such assistance;
8. Updates the immediate supervisor on the unit’s matters and concerns;
9. Supervises the performance of the unit’s staff;
10. Updates the immediate supervisor on the unit’s matters and concerns;
11. Reviews and provides substantive points to draft/final memoranda, letters, or any
correspondence and other related documents; and
12. Performs other policy-related functions as may be assigned by the immediate
supervisor.
