An empowered young Cebuano, ERWIN CHUA ANDAYA is the Commissioner representing the Visayas of the National Youth Commission (NYC) with the rank of an Assistant Secretary of a department. President Benigno S. Aquino III appointed him on January 28, 2011. At the age of 22, he is the youngest of the new batch of presidential appointees in the NYC.
Commissioner Andaya is a licensed customs broker (LCB) by profession having passed the Licensure Examinations for Customs Brokers held last October 26 – 27, 2010 ranking THIRD PLACE nationwide with an average of 87.50%. He considers this achievement a gift from the Almighty and a gesture of gratitude to his alma mater, University of Cebu, where he earned his Bachelor of Science in Customs Administration (BSCA) degree with Magna cum Laude honors.
Currently, he is the Secretary of the Cebu Chapter of the Chamber of Customs Brokers, Inc. (CCBI) – the one and only accredited national organization of customs brokers in the Philippines. He is also a Trustee – Press Relations Officer of the University of Cebu Alumni Association, Inc.
As the President of the Cebu City Federation of Tertiary Supreme Student Councils & Governments, he was appointed by Cebu City Mayor Tomas R. Osmeña as Commissioner representing the Student Councils in the Cebu City Youth Development Commission (CCYDC), under the Office of the City Mayor which focuses on youth development policies and projects.
During his college life, Commissioner Andaya became the Chairman of the University of Cebu Council of Presidents (UCCP), a collegial body composed of the Presidents of different student body organizations in the University of Cebu that serves as the University Student Council. During his last year in college, he was the President of the Philippine Society of Customs Administration Students. In his second and third years, he served as the first Executive Secretary of the UCCP. He also became the Secretary of the Constitutional Convention that drafted the First Constitution and By – Laws of the UCCP.
In his high school days at the University of San Jose – Recoletos (USJ-R), he became active as an Altar Server in the Recollect Augustinian Youth (RAY) – Confraternity of Augustinian Recollect Altar Servers (CARAS), Intelligence Officer (S2) of the Citizen Advancement Training (CAT) Unit with the rank of Cadet Lieutenant Colonel, and Chairman of the EXECOM and the Leaders as Effective Agents of Discipline (LEAD) Team. His leadership skill was tested when he was designated as Principal during the High School Students’ Time for a Responsible Involvement in the Department’s Endeavor (STRIDE) Days, wherein students are chosen to serve as teachers and administrators for three days. During his grade school years at Cebu Cherish School (CCS), he was an active senior patrol leader in its Boy Scout unit.
Commissioner Andaya is a recipient of the following awards: Outstanding Fresh Graduate (2010) conferred by the University of Cebu Alumni Association, Inc. (UCAAI), the Youth Leadership Exellence Award by the Junior Chamber International Philippines in cooperation with the Office of Senator Kiko Pangilinan and the Department of Education, and the St. Joseph Leadership Excellence Award by the University of San Jose – Recoletos.
Commissioner Andaya, the only child of Mr. & Mrs. Edwin and Edna Andaya, is committed to make the NYC and its mandate known to the young people through the latter’s active involvement in its projects and programs. He envisions to make NYC closer to his fellow “kabatan-onan” – the future of this country.
