Earl Pioquinto Saavedra is from Mindanao. He was born and raised in the Island Province of Basilan. He has a family background known for honest and dedicated track record in Public Service. Earl is a former Diocesan Seminarian who eventually became an Educator by profession and finished his Bachelor in Secondary Education Degree with post graduate studies on Master of Arts in Education, Major in Education Administration which he continues to pursue.
He worked for the Local Government of Isabela City as Administrator of a Special Youth Office created under the Office of the Mayor in 2004 while pursuing his college degree. He was also active in the establishment and institutionalization of student leadership programs, career pathways for young people in the provinces including livelihood provisions for out of school and in need youth.
Part of his humble beginnings was when he joined the Aquino Presidential Campaign last May 2010 as the youngest People Power Volunteer Provincial Coordinator in Mindanao specifically handling the Basilan Chapter.
His services for the government continued when he was made Executive Assistant to the Secretary of Social Welfare and Development on August 2010 and served in a concurrent capacity as Advisor for Street Families and Children. In few months time, they have implemented programs geared towards the comprehensive strategy to help address the issues involving these less fortunate people of the society together with the Council for the Welfare of Children, Metro Manila Development Authority and Local Government Units of the National Capital Region.
Earl P. Saavedra was also a recipient of awards and citations such as the Rizal sa Makabagong Panahon Outstanding Youth Awardee for Mindanao, President Gloria Macapagal-Arroyo Award for Student Leadership, President Gloria Macapagal-Arroyo Award for Campus Journalism, Gerry Roxas Leadership Award and Outstanding Ateneo de Zamboanga University NAMASTE Scholar in 2006 apart from the local commendations he received from the Provincial Government of Basilan and other local socio civic organizations and associations.
Among his affiliations include the National Alumni Association of Supreme Student Governments where he once served as Vice President for Mindanao, Boy Scouts of the Philippines, Rotary Club of Zamboanga, People Power Volunteers for Reform and Sulong NoyNoy Now. He is also a Roman Catholic Third Order Ordained Member of the Society of Agustinian Recollects.
Last January 28, 2011, he was appointed by the President of the Philippines as Commissioner Representing Mindanao of the National Youth Commission with the rank of Assistant Secretary.
In the National Youth Commission, he chairs the Committee on Special Needs and the Committee on Values and an oversight function in the Commission Bids and Awards Committee. He is the Representative to the Council for the Welfare of Children Technical Management Committee, Alternate Representative to the Dangerous Drugs Board and Trustee of the National Committee on Filipino Families.
Commissioner Saavedra is also the youngest Member of the Appeals Committee of the Movie Television Review and Classification Board (MTRCB) where he was also appointed by President Benigno S. Aquino III. He was also the proponent of the Revised National Youth Commission Code of Conduct being the agency's representative in DSWD's Integrity Development Committee.
With best intentions to champion the cause of young Mindanaoans, he proposed the conceptualization of the Mindanao 2020 Youth Development Framework as the new Peace and Development banner of the commission that would result to the formulation of strategies and plans under a Mindanao Youth Situationer in harmony with the Philippine Youth Development Plan 2011-2016.
He serves with utmost sincerity and guided by the principles of “OMNIBUS AMARE ET SERVIRE DOMINO- In everything, love and serve the Lord”.
